As a part of our cooperation with the "Public Health Coalition" (available at:www.phc.org.il contacts: CEO- Ronit Piso), we participated by accompanying acommunity project to provide the community with tools to act against an environmental hazard, in their neighborhood. We met with activists from Kochav Yair who suffer from noise, air pollution andbad odors coming from two factories that recycle metal and asphalt. After touring the area and understanding the current situation, we presented aprogram specifying the various action options available to them. More particularly, we specified the legal options to deal with the noise and smell hazards. The idea of the project of accompanying communities is to pass on all the relevant information regarding managing an environmental struggle and not running the legal battle instead of them. |

The chemical is used in several everyday applications such as baby bottles, production of poly-carbonates to be used in food production, production of epoxies to be used in aluminum can production, and use in dental fillings. The main concern with Bisphenol A is that is thought to disrupt normal endocrine development in children. The staff monitors scientific research relating to the safety of Bisphenol A use and the stance of other countries (including the United States, Canada, the EU, and Australia) in relation to the legal status of its use. After preliminary research, the staff prepares a report outlining its opinions on the legality of production, advertising, and marketing of products containing the chemical. In the event that the chemical is found to pose a serious risk, the staff works in preparation of appropriate legislation or amendments to existing legislation on chemical use (with the specific addition of Bisphenol A). The second plane is concerned with amending current building plan legislation. The main purpose is to integrate health concerns into the building and planning process-based on recognition of the connection between building and its implications for public health. The staff also emphasizes to the relevant agencies the importance of consideration of health implications in deciding whether or not to grant building permits. |

Legal assistance to the member of the Knesset Nitz |
As part of the parliamentary work in the office of MK Nitzan Horovitz, our main tasks involved formulating and promoting environmental legislative initiatives, formulating and submitting environmental related queries to ministers of the government as well as responding to public inquiries regarding various environmental issues. In regards to legislative proposals, the most prominent ones are the proposed carpooling law as well as two amendments to the Forest Ordinance (The appointment of a forest officer in the local authorities and the obligation to publish plans to cut down trees). Further significant proposed legislation include laws designed to settle the Dead Sea issue while maintaining and preserving its unique natural character. Noteworthy queries that were formulated include the query referred to the Minister of Environmental Protection regarding the pollution caused by charcoal production in the Hadera area as well as the query referred to the Minister of Energy and Water Resources regarding the continuous pollution of Nahal Kziv. Finally, the students will participate in planning and organizing an "environment day" at the Knesset, which will take place this coming June. |

"Green now" is an organization that specializes in improving the quality of the environment in Judea and Samaria. Dealing with environmental hazards in these areas requires expertise, as the relevant laws are different within the occupied territories than those in Israel. Throughout our work, we address public inquiries in cooperation with the local authorities and the director of the civil administration. Because of the diluted state of environmental legislation, we are currently conducting research on the subject of applying environmental law within the occupied territories. The research will include empirical analysis of the state of environmental legislation in the occupied territories, as well as the justifications for applying the environmental legislation based in public international law and other rationales underlying environmental national law. |

Environmental Justice Committee |
Environmental Justice is growing in importance on the discourse of the Israeli environmental movement. The concept is a simple one: we are all potential casualties of environmental hazards, but not all are equally vulnerable. Life and Environment has initiated the Environmental Justice Committee, comprised of more than thirty social and environmental organizations: Jewish and Arab, secular and religious, central and peripherally located. The committee issues an Annual (In)Justice Report, that focuses on a thorough mapping of central themes that have overlapping relevance to environmental and social issues. The publication of the report was accompanied by several public discussions including in the Knesset and a broad media campaign |

Environmental Watch Project |
The project produces an online newsletter dealing with matters of Environment and Justice. Each newsletter deals with major environmental issues that there is a great public interest about them or that are important at the relevant time. The emphasis is on the legal aspect- new legislative proposals, special acts of the various committees in the Knesset, changing / updating regulations or provisions of law and more. In addition, at the end of each edition there is a comprehensive reference to recent developments in the planning and building law reform, due to its importance and impact on the environment (such as- erosion of the authority of the National Council, the lack of protection of open space, elimination of the environmental planning system, lack of public participation, etc.). The online newsletter is distributed to thousands of factors, including- environmental groups, public opinion leaders, Israeli Parliment members and more. The green pension funds project goal is to motivate the Israeli pension funds towards integrating environmental, social and governance (ESG) factors into its investment processes by regulation that will cause the funds to publish their ESG policies . A wide range of issues that few years ago were considered "non financial" such as climate change and human rights are now coming to the fore as factors that can have a significant financial impact . Joined Operation of the “Noise Hotline” with MALRA |
The Environmental Law Clinic operates for the first time a noise hotline with MALRAZ – The Council for the Prevention of Noise and Air Pollution in Israel. Enforcement in the Modiin district |
Background: After the passing of the following two laws, the areal board of Modiin district initiated contact with the clinic, to request aid in the enforcement of the laws: 1. "The Polluter shall pay" law which stiffens the punishment and raises rises against polluters. 2. The local government law (environmental enforcement) that states that fines will be collected by the local government affected. In this project, the staff aids the plaintiff in several areas: procedural drafting, evidence collection, and solutions for logistical coordination between the plaintiff and local governments. In addition, activity includes initiating hearings against the polluters, submissions of lawsuits, and accompaniment in legal proceedings. |

Legal assistance to the member of the Knesset Nitz |
As part of the parliamentary work in the office of MK Nitzan Horovitz, our main tasks involved formulating and promoting environmental legislative initiatives, formulating and submitting environmental related queries to ministers of the government as well as responding to public inquiries regarding various environmental issues. In regards to legislative proposals, the most prominent ones are the proposed carpooling law as well as two amendments to the Forest Ordinance (The appointment of a forest officer in the local authorities and the obligation to publish plans to cut down trees). Further significant proposed legislation include laws designed to settle the Dead Sea issue while maintaining and preserving its unique natural character. Noteworthy queries that were formulated include the query referred to the Minister of Environmental Protection regarding the pollution caused by charcoal production in the Hadera area as well as the query referred to the Minister of Energy and Water Resources regarding the continuous pollution of Nahal Kziv. Finally, the students will participate in planning and organizing an "environment day" at the Knesset, which will take place this coming June. |

As a part of our cooperation with the "Public Health Coalition" (available at:www.phc.org.il contacts: CEO- Ronit Piso), we participated by accompanying acommunity project to provide the community with tools to act against an environmental hazard, in their neighborhood. We met with activists from Kochav Yair who suffer from noise, air pollution andbad odors coming from two factories that recycle metal and asphalt. After touring the area and understanding the current situation, we presented aprogram specifying the various action options available to them. More particularly, we specified the legal options to deal with the noise and smell hazards. The idea of the project of accompanying communities is to pass on all the relevant information regarding managing an environmental struggle and not running the legal battle instead of them. |

This lobby will function taking into consideration the relationship between the environment and social-economic issues. The Social-Environmental Lobby will be a forum for fruitful debate and for cooperative, effective work. It will keep in constant contact with civil social organizations, and will be aided by a large public council that will include experts in the field. |

Freedom of information on environmental issues |
In 1998, the Israeli Knesset ratified the Statute of Freedom of Information and by doing so it acknowledged the essentialness of the statute to ensure citizen rights and the existence of a healthy and open democracy. The most significant innovation of the statue of Freedom of Information was the granting the citizens residents of Israel the broad right to receive information from public authorities even on issues that are not directly related to the people who had applied the request. Acknowledgement of the rights to the freedom of information is founded basically but not ultimately on the assumption that information held by public authorities is actually the property of the public. The first years of a statue are critical to the review of its success. During the project, the students, along with the directors of the clinic of environmental policy and practice in the Bar-Ilan University, will submit several applications to public authorities in order to reveal information which is essential to the clinic activities and research. Those applications include a plea to reveal the agreement between the state of Israel and Intel cooperation in relate to the grants that Intel received in order to build its two factories in Kiryat-Gat, a request to receive the totality of directives in the issue of quality of the environment that are binding in the IDF and more. During these projects, the students will read relevant material, draft request in according to the rules set in the statue and refer them to the appropriate agents. |

Mock Trial |
We represent the prosecution team in the staged trial to be held on May 14, 2012. The Prosecutors are members of Kibbutz Admatha, located in the southern Negev. In 1975 missiles factory was established near the Kibbutz. The factory is a department of the Ministry of Defense. For years the plant had contaminated the land of the kibbutz and its vicinity. The contamination seeped to the Kibbutz main water wells. The.Prosecution divides in to two parts: a. Land rehabilitation claim for pollution generated. .b. Tort claim compensation for members who was exposed to a serious health risk as a result of drinking contaminated water. |

The first aspect of our work for Dov Hanin is answering the public's inquiries regarding the many environmental issues that Dov Hanin promotes. We either provide legal information or we turn to the relevant ministers and authorities in order to get information and on the subject. Another important aspect of our work is formulating and promoting bills. Formulating a bill requires us to research the current legal status of the matter, the ability to change it and how to execute the change. We visit the chamber quite often in order to get involved in what's happening and to participate in the relevant committees in the Knesset. In addition, we are also involved in promoting special days in the Knesset regarding the environment |

The purpose of the proposal is to encourage state-owned companies (which are very dominant in the Israeli economic) to act socially responsible. Social responsibility means that state-owned companies must integrate societal and environmental considerations in their strategy and activities. The proposal suggests amending the state-owned companies act that such companies will be obligated to make a report of their work on social and environmental work as part of their financial reporting. |

The green line |
The "green line" is a service which is given by the clinic of "the environment" in the faculty of law at Bar-Ilan University. The purpose of this project is to involve people in the topic of the environment and allow them to get legal consultation in this issue. In addition it's supposed to encourage people to approach organizations of this sort. The "green line" gives answers to such that aren't aware of their rights in this field. Through the callers the organization can hear about the current environmental problems and take care of them either directly or by forwarding it on. This service is given by law students in Bar-Ilan University and assisted if necessary by a lawyer that deals with other voluntary organizations. These couple of students will answer calls during the day at c certain hours and receive voice mail and email 24 hours a day |

The staff employs comparative law in order to encourage "green" legislation that in turn will lead to an increase in environmental friendly building. The staff also advises the "Blue and Green" fellowship on legal matters. The fellowship is concerned primarily with the environmental quality of the Carmel coast and aids in the dispute against Carmel Chemicals. Staff activity includes trips to relevant areas and visual documentation that displays environmental destruction. |

Composing an opinion examining a General Accountant Order about car expenses refunds for employees. The opinion shows this order favors car owners and actually incentivize employees to buy cars and use them. The opinion describes the principles which the General Accountant is obliged to follow, the legal claims caused by them and ways to change or cancel the order. |
